The country's frst textile and apparel data circulation platform was launched and is now in operation. Bluetron was selected for the national Digital Transformation (Pilot) Project, and the Yongshui Bridge Innovation Center was recognized as one of the province's frst demonstrative digital buildings. The city also became the first to implement a digital transformation action plan for small and mediumsized enterprises in specific industries. The 2024 CCF Young Computer Scientists &Engineers Forum was held, and the Ningbo Operation Center of the China Computer Federation was established. Additionally, four of the first national pilot projects were successfully completed.

Throughout the year, 35 new municipal-level or higher R&D institutions were added. The BOE Innovation Center was offcially established, and the district has been ranked among the Top 100 Innovative Areas in the Country for four consecutive years. Bluetron Digital Technology, PEACEBIRD Group Co., Ltd., and two other companies were ranked among Ningbo's Top 50 R&D Investors of 2023. The number of national high-tech enterprises exceeded 670. Center" initiative has incubated over 93 technology-driven enterprises, including seven national hightech enterprises, with more than 410 patent applications and 79 high-level research papers published in SCI, El, and other indexed journals. The Ningbo Industrial Internet Research Institute was recognized as a 2024 provincial-level specialized technology incubator, and the latest humanoid robot model, "Navigator 2.0 NAVIAl", made its debut at the 2024 World Robot Conference.
全年新增专利授权量5106件，其中发明专利授权量868件，同比增长 27.8% 。全年PCT专利申请量37件。年末有效发明专利拥有量4649件，每万人口高价值发明专利拥有量15.05件，增长 18.8% 。全年商标注册2071件，累计有效商标注册量67332件。
Throughout the year, 5,106 new patents were granted, including 868 invention patents, representing a 27.8% year-on-year increase. A total of 37 PCT patent applications were fled. By the end of the year, the district had 4,649 valid invention patents, with 15.05 high-value invention patents per 10,000 people, an 18.8% increase. Additionally, 2,071 trademarks were registered over the year, bringing the total number of valid trademark registrations to 67,332.

年末可办政务服务事项1868项。完成全市首例商品房房产事务异地办理，助企经困218件次，一体融合落实市“民营经济33条”， ^{\mathfrak{a}}8{+}4^{\mathfrak{,}} ”政策体系安排财政资金32.3亿元，为市场经营主体减负20.2亿元。“跨省通云政务服务联盟”等特色做法被央视号报道，外商投资企业登记注册便利化改革项目入选省涉外法治改革“揭榜挂帅”项目，“一诺万金”公共资源交易涉企服务信用体系入选中国地方政府营商环境优秀案例，全市首创“海信服”信用修复公共服务品牌，创新推出“海护航”信用融资品牌，累计帮扶小微企业及个体工商户3348户，授信达30.8亿元，其中全省首款普惠信贷产品“海个贷”累计发放贷款超2亿元。
By the end of the year, a total of 1868 government service items were available for processing in the district. The frst-ever remote transaction for commercial real estate affairs in Ningbo was completed, and 218 instances of assistance were provided to enterprises in need. The implementation of the "33 Policies for Private Enterprises" and the "8+4 Policy System" was fully integrated, with RMB 3.23 billion in fiscal funds allocated and RMB 2.02 billion in burdens reduced for market entities. Innovative initiatives such as the "Cross-Province Cloud Government Service Alliance" were featured on CCTV. The reform project for streamlining the registration of foreign-invested enterprises was selected as a key initiative under the province's foreign-related legal reform program. The "One Promise, Ten Thousand Gold" enterprise service credit system in public resource transactions was recognized as an outstanding case in China's local business environment reforms. The "Hai Xin Fu" public service brand for credit restoration was pioneered, and the innovative "Hai Hu Hang" credit fnancing brand was introduced. A total of 3348 micro and small enterprises and individual businesses were supported, with credit approvals reaching RMB 3.08 bilion. Among these, the province's first inclusive credit product,"Hai Ge Dair, isued loans exceeding RMB 200 million.

Throughout the year, Haishu news network updated nearly 12,000 articles. The offcial micro-blog of the district published 1,600 pieces of information, with up to more than 15 milion of reads. The ofcial WeChat of the district published 2,017 articles of information, with up to 25 milion of reads."Haishu" news client maintained its daily updates, including an average of 15 original articles daily, with a total volume of 12,332 issued. A total of 820 videos were published on "Haishu-the typical Ningbo", the offcial Tik Tok account of government afirs, and the highest number of views for a single post was 7.55 million. A total of 929 videos were published on "Haishu Release",the offcial video channel, and the highest number of views for a single video was 62,000.

Throughout the year, the 81890 Hotline delivered over 520,0o0 services under the "manual ^+ intelligent" dualtrack service model. The newly established Ningbo 81890 Party-Mass Service Center and the 81890910 talent service hotline fully leveraged the people's livelihood service index system, tapped into data value to provide industry guidance for public welfare and enterprises; enhanced 24/7 "manual ^+ intelligent customer service" digital empowerment capabilities, iteratively upgraded the "81890 Life Service" platform to support district-level future community competence center development; conducted 20 policy livestreams attracting 33,000 viewers, and created over 20 cross-scenario applications including inclusive finance and gig platforms, delivering targeted solutions for residents and businesses.

香雪路、龙茶线等13条道路建成通车，228国道海曙段工程、S309荷梁线公路工程等项目建设全线铺开。海曙四明山革命老区环线生命安防公路工程1号隧道贯通。完成省民生实事任务新（改）建农村公路7.7公里。完成普通国省道公路不平整病害点段路况提升5公里，新（改、扩）建城乡公交候车亭21座。
A total of 13 roads, including Xiangxue Road and Longcha Line, have been constructed and opened to traffc,the construction of the G228 Haishu section project, the S309 Heliang Line Highway Project, and other major projects has been fully launched. The No. 1 tunnel of the Haishu Siming Mountain Revolutionary Old Area Ring Road Life Safety Project has been fully completed. The provincial projects benefitting peoples livelihood were completed, including the new construction and reconstruction of 7.7 km of rural roads. Complete the road condition improvement of 5 kilometers on uneven and damaged road sections of ordinary national and provincial highways, or expansion of 21 urban-rural bus stops.

民生工程进展顺利。全年整修沥青路面13万平方米、人行道2.1万平方米，整治缺陷树穴1084个，修复非机动车泊位285个，共计4735米。完成244条道路照明检测，完成23条道路照明品质提升工程。
People's Livelihood projects were carried out smoothly. In the whole year, 21,000 square meters of sidewalks and 130,000 square meters of asphalt pavement were repaired, 1,084 defect tree pits were renovated, 285 parking lots for non-motor vehicles were repaired, totaling 4,735 meters. Lighting inspections for 244 roads were completed, and lighting quality improvement projects for 23 roads were carried out.
水利设施 Water Conservancy Facilities
全区水域面积约36.5平方公里，水域面积率 6.1% 。现有大型水库2座（周公宅、皎口）、中型水库1座（溪下）、小型水库21座、山塘75座；平原河流373条，总长度735.51公里，其中市级河湖8条，区级河湖10条。
The water area of the whole district is about 36.5 square kilometers, accounting for 6.1% of the total district area. There are 2 large reservoirs (Zhougongzhai and Jiaokou), 1 medium-sized reservoir (Xixia), 21 small reservoirs, and 75 mountain ponds. The district has 373 plain rivers with a total length of 735.51 km, including 8 municipal-level rivers and lakes and 10 district-level ones.
市容管理
City Appearance Management全年完成征拆167万平方米，处置违建55.4万平方米，保障23个省、市、区重点项目2600余亩用地需求，完成林地库指标入库376亩。
A total of 1.67 million square meters of land were acquired and demolished, and 554,000 square meters of illegal buildings were removed. The land requirements for 23 key provincial, municipal, and district projects, totaling over 2,600 acres, were secured. Additionally, 376 acres of forest land were included in the land reserve database.
生态建设Ecological Construction
全年完成庄家溪等4条美丽河湖、龙观片和洞桥中心片2个美丽河湖片区、洞桥镇洞桥村等7个高品质水美乡村创建；西洋港河、照天港河及其水系、月湖2条幸福河湖复评。
Throughout the year, the creation of four beautiful rivers and lakes, including Zhuangjiaxi, was completed, along with the development of two beautiful river and lake areas, namely Longguan and Dongqiao Central Areas. The establishment of seven high-quality water-beautiful villages, including Dongqiao Village, Dongqiao Town, was also achieved. Additionally, the reassessment of 发布全国首个乡镇级生物多样性友好行动计划，生物多样性保护宣传工作获国际红十字资助， 《从“万物生”到“百姓富”》入选长三角年度可持续创新奖，《以生物多样性友好保护助力美 丽乡村精彩蝶变》获评“美丽中国建设实践案例”，系全省乡镇唯一。洞桥垃圾焚烧发电项目正 式投运，“光伏 ^+ 共富”入选国家“双碳”案例，龙观乡、李吞村通过省首批低（零）碳试点验 收，全年完成海绵城市省示范工程2个，创建省高标准垃圾分类示范小区23个、百优“无废城市 细胞”2个，市控以上断面水质优良率保持 100% ，环境空气质量优良率达 89.2% 。
The first-ever town-level Biodiversity-Friendly Action Plan in the country was released, and biodiversity protection efforts received funding from the International Red Cross. The project "From 'All Things Live' to 'People Prosper" was selected for the Yangtze River Delta Sustainable Innovation Award, while "Promoting Beautiful Rural Transformations through Biodiversity-Friendly Protection" was recognized as a "Beautiful China Construction Practice Case", the only one of its kind in the province. The Dongqiao Waste Incineration Power Plant officially began Operation, and the "Photovoltaic ^+ Shared Prosperity" project was included in the national "Dual Carbon" cases. Longguan Township and Li'ao Village passed the province's first low (zero)-carbon pilot project evaluation. Two Sponge City Provincial Demonstration Projects were completed, along with 23 provincial-level highstandard waste sorting demonstration communities and two Outstanding "Zero-Waste City Cells". The water quality of citycontrolled river sections maintained a 100% good rating, and the ambient air quality achieved an 89.2% good rating.

五龙潭景区通过国家4A级旅游景区复核，章水镇李家坑村获评省级金3A景区村庄，松雅山房评为浙江省银宿，打造完成魅力广德·韵动山水精品线、竹海听涛精品线。海曙“微游宁波老城”系列旅游线路新增“莲桥日湖·名人之旅”旅游线路。
The Wulongtan Scenic Area has passed the national 4A-level tourist attraction re-evaluation, Li Jiakeng Village Zhangshui Town) has been rated as a provincial 3A-level scenic village, and Songya Shanfang has been awarded Silver-level accommodation status in Zhejiang Province. The Haishu "Micro-Tour Ningbo Old City" series of tourist routes now includes the new "Lianqiao Rihu \mathbf{\nabla}*\mathbf{\varepsilon} Famous Figures Tour" route.
全区拥有星级酒店15家，其中五星级宾馆4家，四星级宾馆2家。璞缇海客运中心站店完成国家银树叶旅游饭店创建，南塘阅居酒店完成浙江省金桂级品质饭店创建，宁波大地国际旅行社完成五星级品质旅行社创建。
The district is home to 15 star-rated hotels, including 4 five-star hotels and 2 four-star hotels. The Putihai Passenger Terminal Station hotel has completed the establishment of a national Silver Leaf Tourism Hotel, while the Nantang Yueju Hotel has achieved Zhejiang Province's Golden Osmanthus Quality Hotel status. Additionally, Ningbo Dadi International Travel Agency has been accredited as a five-star quality travel agency.

基础教育 BasicEducation
全年建成校园6所，新增现代化学校（园）10所，新增学位3450个。全区现有中小学60所，在校中小学生88597人；特殊学校1所，在校义务段学生151人；幼儿园112所，在园幼儿26195人。目前，全区共有事业编制教师5238名，其中省特级教师17名、正高级教师19名、市级名优教师（班主任）120余名，人才数量位居全市前列。高水平承办浙江省首届读书活动，学前教育跨区域教共体“海曙做法”获全国现场会推介，入选国家级“终身学习品牌项目”1项，高水平创成国家学前教育普及普惠区。
Throughout the year, a total of 6 campuses were completed, and 10 modernized schools (or campuses) were newly established. 3,450 new seats for enrolment were added. There are 60 primary and secondary schools with 88,597 students, 1 special education school with 151 students and 112 kindergartens with 26,195 children. Currently, there are 5,238 regular teachers, including 17 provincial special-grade teachers, 19 regular senior teachers, more than 120 municipal famous teachers (head teachers), ranking the first in the city in numbers of talents. The district successfully hosted the first Zhejiang Province Reading Activity at a high level. The Haishu model for cross-regional early childhood education communities was recommended at the national on-site meeting. The district earned one national "Lifelong Learning Brand Project". The district achieved high-level recognition as a national area for the universal and inclusive development of early childhood education.
文化体育 Culture and Sports
区图书馆新馆顺利结顶，全年建成区少年儿童图书馆1家、非国有博物馆1家、乡村博物馆1家、城市书房2家、文化驿站5家、“微书房”77家、“15分钟品质文化生活圈”25个。长篇小说《中国大港》入选中宣部主题出版重点选题，纪实文学《星火接力》入围省“五个一”工程奖评选。《我家有个小九妹》荣获2024浙江省群众广场舞大赛金奖；“月亮湖”女声合唱团荣获歌唱祖国—浙江省庆祝中华人民共和国成立75周年群众歌唱大赛金奖；《两角辫子》获浙江省第三届原创流行歌曲大赛银奖。
The new district library has successfully completed its roofing, and the district has established one youth and children's library, one non-state-owned museum, one rural museum, two city reading rooms, five cultural service stations, 77 "micro libraries", and 25 "15-minute quality cultural life circles". The novel "China's Great Port" was selected as a key topic for themed publications by the Publicity Department of the CPC Central Committee, while the documentaryliterature "Torch Relay" was shortlisted for the provincial "Five One Project" Award. "I Have a Little Ninth Sister" won the gold medal at the 2024 Zhejiang Province Mass Square Dance Competition. The "Moon Lake" Female Choir received the gold medal in the Singing for the Motherland - Zhejiang Province Celebration of the 75th Anniversary of the People's Republic of China Mass Singing Competition. "Two Braids" won the silver medal at the Zhejiang Province Third Original Pop Song Competition.
全年新建2个体育设施进公园、5个社区多功能运动场、10个百姓健身房。成功举办2024年“一带一路”国际跑酷大师赛、2024赛季中国男子三人篮球超级联赛宁波天一争霸赛。开展海曙区全民健身月月赛品牌活动，举行群众体育活动项目20余个。
Throughout the year, 2 sports facilities were newly added to parks, 5 community multifunctional sports fields were built, and 10 public fitness centers were established. The district successfully hosted the 2024"Belt and Road" International Parkour Master Tournament and the 2024 season China Men's 3x3 Basketball Super League Ningbo Tianyi Championship. The district also launched the Haishu District Monthly Fitness Competition brand activity, organizing over 20 community sports events.
卫生健康 Hygiene and Health
全区现有医疗卫生机构573家，医院34家，其中三级甲等医院4家；实有病床10986张；卫生技术人员18611人，其中执业医师（含助理）7377人，注册护士8336人。完成海曙区院前急救体系建设，完成“一中心十四点”站点布局，年内新建成8个急救点，实现所有镇乡街道急救点位全覆盖。新改扩建规范化村卫生室（社区卫生服务站）6个。全区具有托育服务且在“浙有善育”登记的机构131家，新增托位数520个，普惠托位500个，全区总托位数4908个，每千人常住人口拥有托位数4.61个。建有43个村、社区婴幼儿照护服务站点。全年发放计划生育家庭奖励扶助、特别扶助资金7668.7万元。
The district currently has 573 healthcare institutions, including 34 hospitals, of which 4 are Grade-A tertiary hospitals. There are 10,986 hospital beds in total, and the district employs 18,611 healthcare professionals, including 7,377 licensed doctors (including assistants) and 8,336 registered nurses. The district has completed the construction of the Haishu District Pre-Hospital Emergency System, including the layout of "One Center and Fourteen Points" emergency sites. 8 new emergency points were established, achieving full coverage of emergency sites across all towns, townships, and streets. 6 standardized village health clinics (community health service stations) were newly built or renovated. There are 131 institutions providing childcare services and registered in the "Zhejiang Good Parenting" program, with 520 new childcare spots and 500 inclusive childcare spots. The total number of childcare spots in the district is 4,908, with a ratio of 4.61 spots per 1,000 residents. Additionally, there are 43 infant and toddler care service stations in villages and communities. Throughout the year, a total of 76.687 million yuan was distributed in family planning rewards and special assistance funds.
社会保障 Social Security
全年城镇新增就业25230人，城镇失业人员实现再就业9714人，就业困难人员再就业2588人。全区企业职工社保缴费单位4.65万家，养老保险、医疗保险、工伤保险缴费人数分别达39.1万人、54.5万人、46.4万人，各项待遇发放总额64.1亿元。户籍人口医疗保险参保率达 99.89% ，居全市前列，困难群众医疗保险覆盖率达 100% 。新增实体社保卡2.43万张、电子社保卡4.15万张。
Throughout the year, 25,230 people were newly employed, 9,714 unemployed people were re-employed, and 2,588 people with employment difculties were re-employed in urban areas. There were 46,500 social security contribution enties in Haishu District, with 391000, 545,000 and 464,000 people paying pension insurance, medical insurance and work-related injury insurance respectively. The total amount of various benefts issued was 6.41 bilion yuan. The medical insurance participation rate of the household registered population reached 99.89%, ranking among the highest in the city, and the medical insurance coverage rate of the needy reached 100% . There were 24,300 new physical social security cards and 41,500 electronic social security cards.

全年新建5G智慧养老院1家、标准化老年食堂2家，新增无感智能设备终端54家、康养联合体5家、家庭养老照护床位80张。目前，全区共有养老机构30家，居家养老服务机构277个，养老服务设施基本实现全覆盖。发放城乡最低生活保障42146人次、金额4428.2万元；特困人员基本生活费和照护费3596人次、528.1万元。
In the whole year, one 5G smart elderly care center and two standardized elderly canteens were newly built; 54 sensorless intelligent equipment terminals, 5 health care consortiums, and 80 additional elderly care beds were added. By now, there are 30 elderly care institutions and 277 home-based elderly care service institutions in the whole district, and the elderly care service facilities have been basically available in those institutions. 42,146 people received the urban and rural minimum living guarantee distributed, with the amount of 44.282 million yuan. The basic living expenses and the care expenses distributed to 3,596 people who lived below the poor line reached 5.281 million yuan.
社会慈善事业稳步发展。全年1057家企业和5.3万余人次参与捐款捐物，共募集善款及物资8175.9万元，其中日常捐捐赠收入1555.8万元，“一日捐”926.9万元，基金捐款5494.1万元。全年累计救助困难群众24128人次，救助支出12176.1万元，其中东西部协作支出233.7万元，山海协作支出133万元。红十字会接受社会资金捐助478万元、物资34万元。注册救护培训师资103人，其中一级师资9人，执证救护员培训11022人次，普及培训53264人。全年造血干细胞捐献3例、人体器官捐献2例、角膜捐献9例、遗体捐献8例。
Social charities developed steadily in the year. In the whole year, 1,057 enterprises and 53,000 individuals participated in the donation, raising a total of 81.759 million yuan, including 15.558 million yuan from "daily donation", 9.269 million yuan from "oneday donation", and 54.941 million yuan from fund donation. In the whole year, 24,128 people in need were rescued, with the aid expenditure reaching 12.1761 million yuan, of which 2.337 million yuan was spent on eastern and western collaboration, and 1.33 million yuan was spent on poverty alleviation action. The Red Cross Society received 4.78 million yuan of social funds and 340,000 yuan of materials. A total of 103 registered rescue trainers in the district (including 9 Level 1 trainers) have provided 11,022 cases of frst aid training, reaching 53,264 individuals through general training. 3 cases of hematopoietic stem cell donations, 2 cases of organ donations, 9 cases of corneal donations, and 8 cases of body donations were completed.
住房管理 Housing Management
全年新增公租房保障家庭2982户，发放租金补贴6608.13万元。全年累计筹集保障性租赁房源4116套，新增住房保障受益人数13038人，工验收新建保障性租赁住房307套，入选国家保租房推广经验清单案例2个。7户农村困难家庭危房完成解危。全区物业项目中，1个小区获市级“美好家园”称号。全面完成零星房屋管理优化工作，100个治理单元完成优化管理。全区完成电梯更新、改造134台。
Throughout the year, 2,982 households subject to public rental housing were newly increased, for which the rent subsidies of 66.0813 milin yuan were distributed. Throughout the year, a total of 4,116 guaranteed rental housing units were mobilized, benefiting 13,038 people; 307 units of newly built affordable rental housing completed and accepted; 2 cases were selected for the national list of successful cases in promoting affordable rental housing. The dilapidated houses where 7 poor rural families lived were renovated and improved. Among the property projects in the whole district, one neighborhoods was awarded the provincial title of "Beautiful Homes". The optimization of scattered house management has been fully completed, with 100 governance units having finished the management optimization. 134 elevators were updated and renovated throughout the district.

2024年创建完成11个日改类未来社区项目，南门街道入选省级全域未来社区建设试点。新（改)建城市道路6.3公里、雨污管网10.5公里、燃气管道12公里，叶家、皇泥墙等2座泵站全面完工，云林110千伏变电站建成投用。白云公园绿道工程、鄞江堤防工程完成建设，新建绿道37公里，新增口袋公园3个、甬小园3个，焕新公园绿化景观5处。

平安大区 Safe Haishu
连续19年被评为省平安区，获得省首批“安全发展铜鼎”。全年破获刑事案件1008起，其中命案和重大刑事案件破案率 100% 。发现整治286个重大事故隐患，拆除影响安全的违章搭建37万余平方米，完成50个避灾安置场所规范化建设，生产安全事故起数、死亡人数分别下降 16.7% 、 33.3% 。建成全市首个区应急指挥中心。全年开展食品抽检4732批次，药品监督抽样205批次，化妆品抽检49批次，查处各类食品违法案件413件。全年接收消费者投诉举报33429件，挽回损失1188万余元。
Haishu has been rated as a provincial safe district for 19 consecutive years and was among the province's first batch of recipients of the "Safety Development Bronze Award". Throughout the year, 1,008 criminal cases were solved, achieving a 100% clearance rate for homicide and major criminal cases. A total of 286 major accident hazards were identified and rectifed, while over 370,000 square meters of illegal structures posing safety risks were demolished. tandardized construction was completed for 50 disaster relief sites. Gaoqiao Town has a total area of 53 square kilometers.. Zhangshui town is located in the west of Haishu, known as the "key to the Siming Mountain".
