2010年国务院批准在厦门建设两岸区域性金融中心,2011年3月建设两岸区域性金融中心被写入国家“十二五”规划纲要,成为国家战略。在厦门市十四五规划及2035远景目标建议中,明确打造服务两岸、辐射东南亚、连接“海丝”、面向全球的区域性金融中心,及汇集企业集团总部和投资中心、研发中心、财务中心、结算中心等的东南沿海重要的总部经济集聚地。

In March 2011, the construction of a cross-strait regional financialcenterwasincluded inthenational"Twelfth Five Year Plan" outline and became a national strategy. 金融机构总部 Headquarters of financial institutions
对在本市新设立或从市域外新迁入的金融机构总部,根据不同类型给予一次性落户奖励,最高不超过5000万元:
实收资本5000万元(含)~2亿元的,奖励500万元;
2亿元(含)~5亿元的,奖励800万元;
5亿元(含)~10亿元的,奖励1200万元;
达到10亿元(含)的,奖励2000万元;
超过10亿元以上的,超过部分每增加1亿元增加200万元奖励。

对本市企业并购重组市域外金融机构,且重组后的金融机构注册地和主要经营地迁入本市的,根据金融机构不同类型给予一次性并购奖励,最高不超过1000万元:并购交易金额在10亿元(含)-30亿元的,奖励200万元;30亿元(含)~50亿元的,奖励500万元;50亿元(含)以上的,奖励1000万元。对金融专业公司、区域分支机构资金专营机构等同样有政策支持。

一、汇聚产业
(一)强化基金招引实体经济成效。在未来2-3年内,围绕我市重点发展产业链群,设立若干支招商专项基金,与头部基金管理机构合作,“以投带招”引引进实体项目落地。根据不同培育对象,增设先进制造业基金、战略性新兴产业基金等,通过资本招商引导优质项目落地。
(二)发挥科创引导基金培育未来产业功能。为高水平集聚创新资源,鼓励“投早、投小、投本地、投科技”,引导社会资本重点培育我市未来产业,科创引导基金对参股基金的出资比例可提高至 30% ,我市各级政府出资比例可提高至 50% ,并实行差异化考核和激励机制,参股基金应按照科创引|导基金相关制度完成约定返投金额。
(三)支持国有企业设立基金服务战略新兴产业。支持国企战略发展基金按照“国有企业 ^+ 产业园区 ^+ 优惠政策 ^+ 产业基金”模式参股设立基金,各参股基金应围绕主导国企的产业发展布局进行投资,加大对我市战略新兴产业返投贡献,促进园区优势产业聚集。
支持有竞争优势的市属国有企业发起设立产业并购基金,沿产业链的上下游开展并购重组,做强做优做大产业链规模和生态圈。对投向符合我市现代产业体系且承诺按市引导基金要求完成返投的产业并购基金,可按“一事一议”给予政策支持。
(四)推动建立“链主 ^+ 基金”招商模式。鼓励市、区政府投资基金、国有企业与我市现代产业体系契合的上市公司、入选我市先进制造业倍增计划名单的龙头企业合作设立基金,开展投行化、专业化招商,结合链主企业资金、信息和销售链优势及基金管理机构资本运营能力,引进补链强链延链的实体项目。对链主企业牵头设立的基金,我市各级政府出资比例可提高至 30% 。

Support municipal state-owned enterprises with competitive advantages to initiate the establishment of industrial merger and acquisition funds, carry out mergers and acquisitions along the upstream and downstream of the industrial chain, and strengthen, optimize, and expand the scale and ecosystem of the industrial chain. For industrial merger and acquisition funds that are invested in accordance with the modern industrial system of our city and promise to complete the return investment according to the requirements of the city's guidance fund, policy support can be provided on a case by case basis.
(4) Promote the establishment of a "Chain Master+Fund" investment model. (五)鼓励通过基金引入金融机构资金。支持银行、保险、证券、信托等金融机构体系内的投资机构迁入或在厦新设,对其注册地及基金托管户均在厦门的新设基金,且主投领域符合我市现代产业体系的,可按“一事一议”支持政策按程序报批,适当提高政府出资比例。
(六)鼓励通过基金引入境外资金。鼓励基金管理机构在我市设立QFLP(合格境外有限合伙人)外资基金。对我市政府投资基金参股基金的管理机构在厦设立QFLP基金,由此新增的地方税收贡献,可计入该参股基金的返投金额。
(七)畅通基金服务体系,建立基金全周期服务体系。搭建市、区招商联动和基金会商机制,统筹调配各区要素资源,对基金在厦展业提供容缺受理、绿色通道等便利服务,持续提升对基金“募投管退”全周期的扶持能力,支持基金招商项目落地。

三、汇聚效益
(八)加强我市政府投资基金招商考核和激励。对在厦经济贡献达到我市政府投资基金出资额的2倍、2.5倍和3倍的参股基金,我市政府投资基金对应将可获得的超额收益中 20% 40% 、 60% 的部分让渡给参股基金管理机构。参股基金引入的招商项目,发生实际经营且在厦经济贡献不低于我市政府投资基金对该项目实际出资额的,可按照参股基金对该项目投资或增资金额的2倍计入该基金返投金额。
(九)完善我市政府投资基金参股基金考核结果运用。对于3年以内完成约定返投金额的参股基金,可按以下条件回购我市政府投资基金的出资份额,其中3年以内(含3年)回购的,可按我市政府投资基金原始投资额与股权转让时人民银行公布同期的存款基准利率计算的收益之和回购;3年以上、5年以内(含5年)回购的,可按原始投资额与1年期LPR(贷款市场报价利率)利息之和回购;超过5年,按同股同权执行。
3、 Convergence benefits

(9) Improve the application of assessment results for government investment funds and equity participation funds in our city. For participating funds that have completed the agreed reinvestment amount within 3 years, they can repurchase the investment shares of our city's government investment funds according to the following conditions. Among them, for repurchases within 3 years (including 3 years), they can be repurchased based on the sum of the original investment amount of our city's government investment funds and the deposit benchmark interest rate published by the People's Bank of China for the same period at the time of equity transfer; If repurchased for more than 3 years and less than 5 years (including 5 years), the repurchase can be based on the sum of the original investment amount and the 1-year LPR (Loan Market Quotation Rate) interest rate; For more than 5 years, the same shares and rights shall be exercised.
四、汇聚人才
(十)支持各类对厦贡献突出者参评金融人才。支持招商贡献突出的基金管理团队人员(需在本市股权投资类企业任职)参评金融人才计划,在评审中根据对厦贡献情况适当予以加分,对经认定的金融人才按照规定给予奖励。
(十一)鼓励各类基金管理机构参与我市招商工作。对引荐厦门市域外的投资者来厦投资并最终促成项目落户的基金管理团队,按我市招商引荐人政策有关规定给予奖励。

适用对象:注册入驻厦门金融科技产业园、在本市纳税、具有独立法人资格的金融科技企业。
租金补贴:根据企业类型,自缴纳首笔增值税月份起三年内,每年按实际支付租金的 15% 或 30% 给予补贴。

经营奖励。年度经营利润达到200万元的基金管理人,按经营利润的 3% 给予奖励。
规模奖励。管理资金规模不低于10亿元的私募证券投资基金管理人,按经营利润的 1% 给予奖励管理资金规模不低于30亿元的私募股权投资基金管理人,按经营利润(不含投资收益分成)的 1% 给予奖励。

New employees with annual salaries of up to 500,000 yuan will receive the following subsidies in a full progressive manner: those with annual salaries of less than 1 million yuan willreceive subsidies at 2% of the annual salary, those with an annual salary of 1 million yuan or above (including) less than 1.5 million yuan shall be subsidized at 3 per cent of their annual salary, and those with an annual salary of 1.5 million yuan or above (including) less than 2 million Yuan shall be subsidized at 4 per cent of their annual salary, if the annual salary is over 2 million yuan (including), 5% of the annual salary shall be subsidized.


Living Allowance for talents. Investment promotion agencies are encouraged to participate in the construction of fund gathering areas.
