2010年国务院批准在厦门建设两岸区域性金融中心，2011年3月建设两岸区域性金融中心被写入国家“十二五”规划纲要，成为国家战略。在厦门市十四五规划及2035远景目标建议中，明确打造服务两岸、辐射东南亚、连接“海丝”、面向全球的区域性金融中心，及汇集企业集团总部和投资中心、研发中心、财务中心、结算中心等的东南沿海重要的总部经济集聚地。
In 2010, theState Council approved the construction of a cross-strait regional financial center inXiamen. In March 2011, the construction of a cross-strait regional financialcenterwasincluded inthenational"Twelfth Five Year Plan" outline and became a national strategy. In the 14th Five Year Plan and 2035 Long Range Goal Suggestions ofXiamen City,it is explicitly stated to buildaregionalfinancialcenterthatservesbothsides of theTaiwanStrait,radiatesSoutheastAsia,connects the "Maritime Silk Road", and faces the world, as well as an important headquarters economic cluster along the southeast coast that gathers enterprise group headquarters,investmentcenters,researchand development centers,financial centers，settlement centers, etc.

为贯彻落实中央的决策部署，厦门市在厦门本岛东部规划了22.8平方公里的两岸区域性金融中心片区作为两岸区域性金融中心具体空间载体，东至环岛路，南到会展中心，西临云顶路，北至五缘湾，横跨思明和湖里两个行政区。

总面积约1.3平方公里，目前已基本建成。包括国贸金融中心、海西金融广场、鼎丰国际广场、云玺万科中心、天地金融港、新景地大厦、万华金融中心、中乔体育等项目。

金融机构总部 Headquarters of financial institutions
对在本市新设立或从市域外新迁入的金融机构总部，根据不同类型给予一次性落户奖励，最高不超过5000万元：
实收资本5000万元（含）～2亿元的，奖励500万元；
2亿元（含）～5亿元的，奖励800万元；
5亿元（含）～10亿元的，奖励1200万元；
达到10亿元（含）的，奖励2000万元；
超过10亿元以上的，超过部分每增加1亿元增加200万元奖励。
The headquarters of financial institutions newly established in Xiamen or newly moved in from outside the city will be given one-time settlement rewards of up to RMB 50 milion as per different types: those with paid-in capital of RMB 50 million (inclusive) to 200 million will be rewarded RMB 5 million.Those with RMB 200 milion (inclusive) to 500 million will be rewarded RMB 8 million. 对本市企业并购重组市域外金融机构，且重组后的金融机构注册地和主要经营地迁入本市的，根据金融机构不同类型给予一次性并购奖励，最高不超过1000万元：并购交易金额在10亿元（含）－30亿元的，奖励200万元；30亿元（含）～50亿元的，奖励500万元；50亿元（含）以上的，奖励1000万元。对金融专业公司、区域分支机构资金专营机构等同样有政策支持。

一、汇聚产业

（二）发挥科创引导基金培育未来产业功能。为高水平集聚创新资源，鼓励“投早、投小、投本地、投科技”，引导社会资本重点培育我市未来产业，科创引导基金对参股基金的出资比例可提高至 30% ，我市各级政府出资比例可提高至 50% ，并实行差异化考核和激励机制，参股基金应按照科创引|导基金相关制度完成约定返投金额。
（三）支持国有企业设立基金服务战略新兴产业。支持国企战略发展基金按照“国有企业 ^+ 产业园区 ^+ 优惠政策 ^+ 产业基金”模式参股设立基金，各参股基金应围绕主导国企的产业发展布局进行投资，加大对我市战略新兴产业返投贡献，促进园区优势产业聚集。
支持有竞争优势的市属国有企业发起设立产业并购基金，沿产业链的上下游开展并购重组，做强做优做大产业链规模和生态圈。对投向符合我市现代产业体系且承诺按市引导基金要求完成返投的产业并购基金，可按“一事一议”给予政策支持。
（四）推动建立“链主 ^+ 基金”招商模式。鼓励市、区政府投资基金、国有企业与我市现代产业体系契合的上市公司、入选我市先进制造业倍增计划名单的龙头企业合作设立基金，开展投行化、专业化招商，结合链主企业资金、信息和销售链优势及基金管理机构资本运营能力，引进补链强链延链的实体项目。对链主企业牵头设立的基金，我市各级政府出资比例可提高至 30% 。

（六）鼓励通过基金引入境外资金。鼓励基金管理机构在我市设立QFLP（合格境外有限合伙人）外资基金。对我市政府投资基金参股基金的管理机构在厦设立QFLP基金，由此新增的地方税收贡献，可计入该参股基金的返投金额。
（七）畅通基金服务体系，建立基金全周期服务体系。搭建市、区招商联动和基金会商机制，统筹调配各区要素资源，对基金在厦展业提供容缺受理、绿色通道等便利服务，持续提升对基金“募投管退”全周期的扶持能力，支持基金招商项目落地。

三、汇聚效益
（八）加强我市政府投资基金招商考核和激励。对在厦经济贡献达到我市政府投资基金出资额的2倍、2.5倍和3倍的参股基金，我市政府投资基金对应将可获得的超额收益中 20% 40% 、 60% 的部分让渡给参股基金管理机构。参股基金引入的招商项目，发生实际经营且在厦经济贡献不低于我市政府投资基金对该项目实际出资额的，可按照参股基金对该项目投资或增资金额的2倍计入该基金返投金额。
（九）完善我市政府投资基金参股基金考核结果运用。对于3年以内完成约定返投金额的参股基金，可按以下条件回购我市政府投资基金的出资份额，其中3年以内（含3年）回购的，可按我市政府投资基金原始投资额与股权转让时人民银行公布同期的存款基准利率计算的收益之和回购；3年以上、5年以内（含5年）回购的，可按原始投资额与1年期LPR（贷款市场报价利率）利息之和回购；超过5年，按同股同权执行。
3、 Convergence benefits
（8） Strengthen the assessment and incentives for investment funds of our city government. For participating funds that contribute twice, 2.5 times, and 3 times the investment amount of our municipal government investment funds to the Xiamen economy,our municipal government investmentfunds will transfer 20% 40% ,and 60% of the excess returns that can be obtained to the participating fund management institution. (9） Improve the application of assessment results for government investment funds and equity participation funds in our city. For participating funds that have completed the agreed reinvestment amount within 3 years, they can repurchase the investment shares of our city's government investment funds according to the following conditions. 四、汇聚人才
（十）支持各类对厦贡献突出者参评金融人才。支持招商贡献突出的基金管理团队人员（需在本市股权投资类企业任职）参评金融人才计划，在评审中根据对厦贡献情况适当予以加分，对经认定的金融人才按照规定给予奖励。
（十一）鼓励各类基金管理机构参与我市招商工作。对引荐厦门市域外的投资者来厦投资并最终促成项目落户的基金管理团队，按我市招商引荐人政策有关规定给予奖励。

适用对象：注册入驻厦门金融科技产业园、在本市纳税、具有独立法人资格的金融科技企业。
租金补贴：根据企业类型，自缴纳首笔增值税月份起三年内，每年按实际支付租金的 15% 或 30% 给予补贴。
经营贡献：自缴纳首笔增值税当年起五年内，年度两税地方留成达50万以上，根据阶梯给予 60-80% 不等的留成部分奖励。

租金补助。自入驻基金集聚区之日起3年内，给予25元 /\mathsf{m}^{2}/ 月的租金补助，补助面积不超过 300m^{2} 。
经营奖励。年度经营利润达到200万元的基金管理人，按经营利润的 3% 给予奖励。
规模奖励。管理资金规模不低于10亿元的私募证券投资基金管理人，按经营利润的 1% 给予奖励管理资金规模不低于30亿元的私募股权投资基金管理人，按经营利润（不含投资收益分成）的 1% 给予奖励。
