普利莫斯卡大学(Univerza na Primorskem,以下简称“普大”）是一所中等规模的国际学府，拥有5744名学生，其中1296人（占22.56%）来自47个国家和地区，员工人数为783人。普大拥有516名研究人员和高等教育教师，其中59人（占12. \wp(\bullet) 来自海外。每年，该校接待270多名国际研究人员，并招收166名博士生。
2022年，普大正式成为Transform4Europe（T4EU联盟的一员（T4EU是由超过15万名学生和1万名研究人员组成的欧洲大学联盟）。普大于2023年成为其正式成员，除普大外，T4EU联盟还包含其他9所大学和1个准成员。

University of Primorska (hereinafter referred to as "Up") is an international institution of moderate size, enrolling 5,744 students, of which 1,296 (22.56%) hail from 47

networkcomprisingover150,000studentsand10,000 researchers. UP became an official member in 2023, along with nine other universities and one observer member, in addition to UP.
Furthermore, UP is one of 38 members of the European Network of Innovative Higher Education Institutions (ENIHEl), an initiative proposed by European Commissioner for Innovation,Research,Culture,Education,andYouth,Maria Gabriel. ENiHEl serves as a platform for the exchange of knowledge,ideas,andexperiences,exploringhowhigher education can foster an innovative culture, ignite creativity, entrepreneurship, and talent development.
In collaboration with the Skocjan Caves Regional Park, UP launchededucationallecturesontheenhancementofthe integrated heritage approach, supported by UNESCO. Additionally, UP coordinated the project within the Teamwork Tools, successfully establishing the internationally renownedInnoRenewCoEinstitute.
It is a great pleasure to be invited to write the foreword for this issue of the Slovenia Quarterly.To me, Slovenia embodies a beauty that is elusive yet captivating, one that has profoundly inspired me for over a decade.
In the winter of 2013,as a member of the Central and Eastern European Research Center at Shanghai University of International Business and Economics, I visited the University of Ljubljana for the first time. There, I met Professor Nada Zupan from the School of Management, and together we published a comparative study titled "Work Values Among Chinese and Slovenian Youth." It was February, and I was enthralled by the ancient city's Kurentovanje carnival performances-a magical andfascinatingculturalexperiencethatleft anindeliblemarkonme.
In 2018, I co-authored China's Belt and Road Initiative: A Country Overview - Slovenia. During the research process, I was struck once again by Slovenia's profound literary and artistic achievements, as well as its deeply resonant themes. Even through limited English secondary sources,this beauty remained elusive, obscured by time and language barriers.
From 2021 to 2022, I served as a Chinese language teacher at the Confucius Classroom in Maribor(the second-largest city in Slovenia). That year allowed me to interact closely with local students, overseas Chinese, educators, landlords, and Tai Chi instructors. I gradually came to understand this nation—sandwiched between the cultural crossroads of Eastern, Western, Northern, and Southern Europe that has tenaciously preserved its identity despite centuries of domination by neighboring powers. In 2024, I revisited my writings on Slovenia and compiled them into a publication titled Slovenian Literature and Value Systems.
Perhaps the creators of the Slovenia Quarterly share my deep affection and endless words for this country, which is why this edition brims with carefully curated content. This issue features introductions to Slovenian sports, literature, festivals, tourism, and updates on China-Slovenia collaborations. These articles vividly reflect the nation's cultural identity.
I sincerely hope the Slovenia Quarterly offers Chinese readers a rich, authentic, and multifaceted glimpse into this beautiful country, fostering deeper understanding and appreciation.

很高兴受邀为这期《斯路季风》撰写卷首语。于我而言，斯洛文尼亚有一种美，可望不可及，十余年深刻引着我。2013年冬天，我作为上海对外经贸大学中东欧研究中心的成员，第一次短暂拜访了卢布尔雅那大学，结实了管理学院NadaZupan教授，合作发表了“中斯青年工作价值观比较研究”。正值2月，我被古老城市街头库伦特狂欢表演吸引，神奇有趣的文化留给我深刻的印象。
2018年我和同事合著《一带一路国家概览：斯洛文尼亚》。资料收集过程中，斯洛文尼亚精湛的文学艺术造诣和深刻的文学主题再次让我震撼。在有限的英文二手资料中，这种美隔着岁月和语言，若隐若现。
2021-2022年我在马里博尔（斯洛文尼亚第二大城市）孔子课堂担任汉语教师，这一年的工作让我近距离与这个国家的学生、华人、教师、房东，当地的太极拳师相处。我逐渐了解了这个夹杂在东西南北欧洲文化之中，饱受周边大国统治，却顽强生存下来的民族。2024年，我重拾斯洛文尼亚的写作，整理出版《斯洛文尼亚文学与价值观研究》。
大概《斯路季风》的创作者与我一样，对这个国家有着许多的爱和许多的话，才会滔滔不绝，精挑细选。本期《斯路季风》汇集了体育、文学、节日、旅游方面的介绍，以及中斯交流合作的信息，这些文章比较好地表现了该国的文化身份。
衷心祝愿《斯路季风》带给中国读者丰富、饱满和真实的斯洛文尼亚，推动中国读者更加了解这个美丽的国家。

The Slovenian sports delegation for the 2024Paris Olympics was the delegation sent by Slovenia to participate in the 33rd Summer Olympic Games.
At this Olympic Games,the Slovenian sports delegation had 95 athletes competing, winning a total of 3 medals, including 2 gold medals and 1 silver medal, ranking 34th on the medal table.
On July 26,2024 (Paris time),Ana Gros and Benjamin Savsek served as the flag bearers for the Slovenian sports delegation at the opening ceremony of the 2024 Paris Olympics.
As the Olympic Games were coming to an end, Slovenia had been proven to be one of the most successful countries in terms of Olympic medals per capita. In the past two weeks, the athletes had already demonstrated that a country with a population of only 2 million could also rank among the best countries.

After the three rounds of group stage matches in Group C of the UEFA European Championship 2024, Slovenia advanced to the round of 16 of the European Championship as the third-placed team in the group. Since Slovenia began participating independently, the UEFA European Championship 2024 is the fourth major tournament they have taken part in.
In the end, they got 3 points with three draws in the
group stage, ranking third in Group C, and were confirmed to advance tothe round of 16 of the European Championship as one of the four third-placed teams with the best results.
This is the first time that Slovenia hasentered the knockout stage of an international major tournament in its team history.

Boris Pahor was born on August 26,1913,and passed away on May 30, 2022. He was a journalist of Slovenian andItalianliterature and a teacher at a Slovenian-language secondary school in Trieste (A port city in northeastern Italy).He became a regular member of the Slovenian Academy of Sciences and Arts (SAZU) on May 21, 2009.
Boris Pahor was born in Trieste. After graduating from a Slovenian primary school in Trieste, Pahor continued his studies at an Italian seminary classical gymnasium in Koper and graduated in 1935. Later, he studied theology in Gorizia but dropped out after three years.
In 1940, he was conscripted into Mussolini's army and sent toAbyssinia.Regarding thisyouthful experience and personal transformation, as well as the encounters with the Arab world and the Istrian military comrades, he witnessed it in the novel Nomadi brez oaze (1956, Nomads Without an Oasis).
At thebeginningoftheSecondWorldWar,heworked as a military translator in a Yugoslav prisoner-of-war camp. After Italy's surrender, he returned to Trieste in the fall of 1943. Under German occupation, in January 1944, he was arrested and sent to a concentration camp.Within a year, he was transferred to as many as five concentration camps, such as Dachau and BergenBelsen.There, he awaited the end of the war.
His experiences left visible marks in his prose, especially in the testimonial novel Nekropola (1967, The Necropolis). Due to the shocking theme of the concentration camp,which stemmed from the author's existential turmoil when facing suffering and death,

It's a convincing literary portrayal of this conflict-ridden space, during the period of Italian fascism, the Nazi occupation during the war, and the post-war totalitarian phenomena.However, in the writer's vision of events and the reflective aspects of his writing, the delicate outlines of details always stand out:urban vistas,markets,streets,coastal landscapes, or karst landscapes. This is the most inspiring part of Pahor's attachment to his original and primordial world."
Because he fell ill in the camp, Pahor spent a year undergoing treatment in a Swiss sanatorium.In 1946, he returned to Trieste when the city was still under the administration of the Allied forces.The following year, he obtained his doctorate in Padua with a dissertation on the poetry of Kocbek. Pahor established a close friendship with this poet, which lasted until the poet's death.
From 1953 to 1975,he taught Italian literature at aSloveniansecondaryschoolinTrieste.Hewas an active member and honorary vice-president of theInternational Associationfor theDefense of Endangered Languages and Cultures (AIDLCM). Pahor's latest diary novel Knjiga o Radi (2012, The Book about Radi) also drew people's attention.
Pahor's works have a significant impact. He received important awards both at home and abroad: the Preseren Prize (1992);the Golden Medal of Freedom of the Republic of Slovenia (2008); the highest French state honor, the Knight of the Legion of Honor (2007); the GrandDecoration of Honor for Science and Art awardedby thePresidentof theRepublicof Austria (2009); the Viareggio Versilia International Literary Prize; the Napoli Prize for Foreign Literature (2008); his work Nekropola was declared theItalian Book of the Year (2008); he was nominated for the Nobel Prize on multiple occasions.
Boris Pahor served as a corresponding member of SAZU for six years and has been a regular member of the association since 2009.

Zhao Peizhi was born in Xinjiang in 1971, graduated from the Fine Arts Department of Xinjiang Normal University in 1995,and studied at the Ecole Nationale Superieure des Beaux-Arts de Paris in 2004. He is now the director of the Oil Painting Institute of the National Academy of Painting of China, a first-class artist, a director of the China Artists Association, a member of the Oil Painting Art Committee, a vice-chairman of the Beijing Artists Association, and a director and member of the Academic Committee of the China Oil Painting Society.

With the approval of the Bureau of International Exchange and Cooperation of theMinistry of Culture and Tourism, the Centre for Cultural Exchange between China and Foreign Countries invites Zhao Peizhi to participate in the Ljubljana Art Festival from 6 to 13 July 2024 in Slovenia. The Ljubljana Festival, a 72-yearold international art event, is one of the oldest international art gatherings of its kind, attracting artists from all over the world every year. Born in 1952, the Ljubljana Festival is usually held in the height of summer, in July and August, and often begins with an international music festival, with symphonies, chamber music, operas, musicals and ballets, where more than 4,000 artists from more than 40 countries and regions perform and exchange their ideas every year.
AsamemberoftheEuropeanFestivals Association (EFA), Ljubljana has been an important meeting place for renowned Slovenian and foreign artists who have graced the European continent since 1977.

The audience in Ljubljana is also the most "professional", I personally experienced severalperformances tofeel the audience's concentration,enthusiasm and high quality. During the week-long festival programme, Zhao Peizhi created six works, which were praised by Artistic Director Tomo Vran and his international peers.
On 12 July,the works created by eight international artists during the Ljubljana Art Festival were exhibited in the Knight Hall.Chinese Ambassador to Slovenia Wang Shunqing and Political Counsellor Zhao Binghui attended the opening ceremony, and the organising committee of the Ljubljana Art Festival alsoissued certificates of participationfor the artists,and the relevant works were collected by the local art museum. ZhaoPeizhi alsovisited theNational Gallery of Slovenia, the Museum of Contemporary Art, the Town Hall, the National Library and some folk galleries and art museums.

Slovenia takes over the presidency of the United Nations Security Council

Slovenia begins its first presidency of the United Nations Security Council (UNSC) in the 2024-2025 term. On assuming the mandate, Slovenia will present its monthly Programme of Work (PoW), priorities and signature events to the Member States of the Security Council, the wider UN membership, NGOs and the general public.
During the Slovenian Presidency, the Security Council High-level Open Debate on Leadership forPeacewill beheldon25September andwill be chaired by the Prime Minister of the Republic of Slovenia, Dr Robert Golob. On 18 September, Tanja Fajon, Deputy Prime Minister and Minister of Foreign and European Affairs, will chair a debate at the UN Headquarters on Afghanistan,with a special focus on education for women and girls, and a day later on Israeli settlements in the West Bank. On 26 September, she will host the Security Council’'s annual closed-door meeting with the League of Arab States.
"Slovenia takes the helm of the guardian of international peace and security at a challenging time, a time when it seems to be less and less effective in resolving conflicts and its role is limited,but still indispensable. This is one of the reasons why Slovenia decided tohost a high-level debate on Leadership for Peace on 25 September. He encouraged me to think ambitiously and praised our efforts in the Security Council, where Slovenia is a respected member. Our country treats all crises with the same responsibility and without double standards. Slovenia is committed to respect for human rights and international law, human dignity, humanitarian aid and resolving disputes through diplomacy. All people have the right to peace, security and freedom," underlinedPrimeMinister Golobat the start of Slovenia's Security Council Presidency.
"Slovenia has been preparing for several months to preside over this key body for international peace and security, because as a non-permanent member, it feels all the more responsible for peace. Today's world is divided, with the highest number of armed conflicts since the World War II and a record number of people in need of humanitarian aid.This makes it all the more important to also raise and address the right issues on the margins of the leaders’summit. Expectations are running high, and we are starting the Presidency on a positive note. Slovenia's principled positions have made it a visible,prominent and respected member of the Security Council.Our voice is not only heard, but often also echoed. Slovenia will continue to act in a cohesive and unifying manner, to reinforce the timeless values of the UN and to strive for a more consistent adherence to the UN Charter and the decisions of the Security Council, including by loudly calling for respect for international law and human rights. Golob will chair a special session of the Security Council to discuss the legitimacy, relevance and future of this body, which has clearly failed to find effective solutions to stop the fighting and suffering of the population, especially women and children, in several crises, such as Ukraine, Gaza and Sudan. We want to hear what leaders? views are on the way forward and how they see theSecurity Council in the future, and on multilateralism in general. This will be the main event of Slovenia's presidency,underscored Ambassador Samuel Zbogar, President of the UN Security Council for the month of September.
Each presidency of the Security Council begins on the firstworkingday of the month with a Permanent Representatives’ Breakfast, which will be hosted by Ambassador Samuel Zbogar, Slovenia's representative to the Security Council,at UN Headquarters on 3 September. He will present the monthly Programme of Work (PoW), Slovenia’s priorities and signature events. The working breakfast will be followed by a regular meeting of political coordinators which will adopt the PoW. Slovenia is represented at these meetings by Political Coordinator Klemen Ponikvar. After the formal adoption of the PoW, the new President presents it to the general public and the United Nations correspondents at a press conference. The press conference, which will be webstreamed on3September 2024 at 1{:}00\ pm , is part of the first working day of the Presidency.

Foreign Minister to chair two meetings
On 18 September, Minister Fajon will chair the regular Security Council debate on the situation in
Afghanistan,which Slovenia will elevate to the ministerial level, with a focus on the education of women and girls. “Our guiding principle will be that there can be no lasting peace and stability without the full, equal and meaningful participation of women in all spheres of social life,”' the Minister said.
A day later, she will chair the regular session of the Security Council on the implementation of resolution 2334 on Israeli settlements in the West Bank. Slovenia is keen to focus the debate on the Middle East peace process.
On 26 September, on the margins of the leaders’ summit,Foreign Minister Fajon will host the annual meeting of the Security Council with the leaders of the League of Arab States in the form of a closeddoor dialogue. They will discuss cooperation between the Security Council and the League, in particular in the search for a solution for peace in the Middle East.
One of Slovenia's objectives is to reinvigorate the discussions
Slovenia aims to bring freshness and a new perspective to some of the established discussions in the Security Council, and would like to focus the regular discussion on the situation in Afghanistan on the education of women and girls, and the discussion onIsraelisettlementsintheWestBankontheMiddle

The agenda or PoW of the Security Council consists of regular and emergency sessions, as well as the aforementioned special meeting during the High-level Week. At the regular sessions in September, members of the Security Council will discuss, inter alia, the situation in Gaza,Syria,Sudan,Yemen,the DRC and the future of peacekeeping operations. Slovenia expects requests for additional Council meetings on the situation in Ukraine or on the Russian aggression against Ukraine, as well as on Gaza and Sudan, and plans the adoption of resolutions on the extension of the Security Council's sanctions regime in Sudan and on the mandate of the Multinational Security Support (MSS) Mission in Haiti.

Recently, Dr. Zlatko Sabic, an advisor for international affairs to the President of Slovenia,visited China as part of a high-level official delegation. He attended the China-Central and Eastern European Countries (CEEC) Cooperation Forum and subsequently visited Beijing, Shandong, and Shanxi. During his visit, he met with Acting Director-General Zheng Huiyu of the European Department at China's Ministry of Foreign Affairs. Against the backdrop of the upcoming ministerial visit from Slovenia in November 2024, this meeting provided an opportunity for both sides to reaffirm the importance of deepening bilateral cooperation.Dr. Sabic emphasized the traditional close relationship between Slovenia and China, particularly highlighting recent high-level visits, including the visit of Wang Yong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, to Slovenia in January this year, and the visit of Slovenia's Minister of Foreign Affairs and European Affairs, Tanja Fajon, to China in April. These visits demonstrate a strong mutual willingness to further cooperation. On October 8, Slovenian automotive parts suppliers held a meeting with Chinese car manufacturers in the capital, Ljubljana, looking forward to expanding cooperationbetween the two countries in the automotive sector.
Matjaz Han,Slovenia's Minister of Economic Development,Tourism,and Sport,stated at the meeting that the global green transition has brought countless business opportunities to the automotive industry. Slovenia opposes the European Commission's imposition of additional tariffs on Chinese electric vehicles.
He said, "After consulting with industry stakeholders and our main partners,we have taken what I believe to be the most appropriate step."
Wang Shunqing, the Chinese Ambassador to Slovenia, praised Slovenia for voting against theEuropeanUnion's anti-subsidy case draft on electric vehicles,and expressed his anticipation for strengthened cooperation between China and Slovenia in the electric vehicle sector. He also hoped for increased understanding and enhanced exchanges between Chinese car manufacturers andSlovenian local brands.
A statementfrom theSlovenianMinistryofEconomic Development, Tourism, and Sport revealed that there are approximately 400 automotive and related enterprises in Slovenia,employing over 40,000 people, with a production value accounting for about 10% of Slovenia's gross domestic product.
